How can Mitt Romney sustain his charge that Clinton will turn the US into a 'welfare state' if elected?

Considering that when her hubby was President, we had a stronger military, a strong economy, and a SMALLER government--with less people on welfare, and more people in the work force. (To the tune of 23 million new jobs created during his 2 terms.)
