Hey is it legal for the government to be cheating in the lotto?

where i live there are no game shows were u can watch the lotto and see if u got the winning numbers here every tuesday they just give the numbers out and they r all similar i think they set the lotto up so that even if u win they make u lose to get the prize money higher does this make any sense to yall
