Is she playing hard to get?

So I met this girl and I got her num. I've have been calling her about 10 times a day and she won't answer. So I text her 50-60 times a day and no answer. She texted me last night and says if i don't stop she's taking me to court. Is she playing hard to get or is she serious?? I am going to go to her job today and talk to her
